Türkiye’s Merger of State Participation Banks: A Banking Move or a New Architecture for Islamic Finance?

Türkiye’s announced plan to merge its three state-owned participation banks — Ziraat Katılım, Vakıf Katılım, and Halk Katılım — should not be read merely as a domestic banking restructuring. Rather, it is positioning participation finance as a policy instrument capable of serving three connected objectives: diversifying funding sources, broadening the domestic and international investor base, and strengthening the link between finance and the real economy. From this perspective, the merger marks a shift from numerical expansion to institutional consolidation.
